The Filipino Planning Engineers Association Qatar Chapter (FPEA) is a distinguished non-profit organization officially recognized by the Philippine Embassy in Qatar. Established on July 11, 2013, FPEA is committed to promoting the professional development of Filipino engineers, particularly in the domains of planning, construction, and project management. The association consistently maintains the highest standards of excellence in engineering practices, fostering collaboration and innovation within the profession while making significant contributions to the broader engineering community. In addition to its professional objectives, FPEA actively participates in meaningful charitable initiatives, reflecting its dedication to social responsibility and community support, and leading with integrity, compassion, and purpose.

The Filipino Planning Engineers Association (FPEA) was first conceptualised in early 2008, inspired by the need to support Filipino engineers in the specialised construction planning and scheduling disciplines. This vision was further advanced on 5 July 2013 when a group of esteemed Filipino engineers, including Engr. Mary V. Ledesma, Engr. Susana O. Nacario, Engr. Glecyca C. Maranan, Engr. Jowell C. Cando, Engr. Medel F. Dalida, Engr. Danilo L. Chan, Engr. Allan C. Algado, Engr. Dante G. Paubsanon, Engr. Emilio M. Manalo, and Engr. Clifford L., led by Engr. Arnold M. Puy convened in Dubai, United Arab Emirates. The purpose of their meeting was to formalise an organisation that would empower Filipino engineers within the field of construction project planning and scheduling, a sector where representation at the time was limited.
With a steadfast commitment to knowledge sharing and professional development, the group initiated seminars and mentoring programmes in Abu Dhabi, UAE, targeted at fellow Filipino engineers in project management, planning, and scheduling. These initiatives garnered significant interest, attracting a growing number of Filipino engineers eager to benefit from the organisation’s vision.
Although the original plan to establish the organisation in November 2008 was delayed due to Engr. Arnold M. Puy’s relocation to Qatar in January 2009, the mission remained undeterred. Efforts were refocused in Doha, Qatar, where the FPEA was officially reestablished on 7 July 2011 following a series of strategic discussions and planning sessions.
The Association reached a historic milestone on 10 December 2013 when the Philippine Embassy in Qatar formally recognised it as a non-profit organisation. This recognition reinforced the FPEA’s mission to provide continuing professional development for Filipino engineers in construction planning and scheduling, ensuring their global competitiveness in a dynamic industry.
Today, the FPEA is committed to advancing excellence in project management, cost control, and programming techniques. Through its initiatives, the Association fosters a culture of collaboration, learning, and professional growth, empowering Filipino Engineers to thrive in their careers and uphold the highest standards of practice worldwide. The FPEA stands as a beacon of professional integrity, uniting Filipino Engineers under a shared vision of innovation and excellence on an international stage.
